MSIE 5+ gives focus to the first focusable element (often an input type="text") of a form embedded by a fieldset when the legend has an accesskey. I think this is a good implementation. The focus is given focus and the document view is scrolled to reach such legend and focused input form control, like after a RefObject.scrollIntoView(false) and not an RefObject.scrollIntoView(true) (or like Mozilla-based browsers do, RefObject.scrollIntoView())
