Bug 1274719: When narrowing a textarea, its border-right is repainted intermittently, creating a residual painting trace

Step to reproduce: enlarge textarea and then slowly narrow it down.

Actual results: its border-right is partially repainted intermittently, creating a residual painting trace above button and on button's righthand side.
